As the previous poster noted, Tree may have initially made just heads before going on to produce complete milling machines. Another common quot;vertical conversionquot; milling head manufacturer was Fray. They too, also only made a vertical head, until eventually coming out with a complete mill.

A quick glance to Cope''s book tell me that your mill was produced sometime between 1903 and 1910. The gearbox on the back seems a distinctive feature of that specific model.
